0015484: Annotation color count selection
Please allow users to change the number of annotations they use in the Annotations section of the Color Map editor. The use case for this is a multiple block dataset, such as bake.e, when displaying with vtkBlockColors. Say we default to a preset that has 12 value/annotations. Say the user wants the top 8... This should be selectable.

Closing for two reasons:
* This can be done using the delete button on the right side of the annotation window.
* Since we are basically coloring blocks with a random number of colors, it doesn't really make sense to change the count.

This also already exists on the Properties tab, Advanced settings, Miscellaneous, Block Colors Distinct Values. Again, closing.
