Summary0005414: (MARS-high) ExtractCTHParts has holes
DescriptionWhen I run extract CTH parts on a dataset, I sometimes get holes in the output. The holes correspond to blocks in the input dataset.

Running CellToPoint and Contour produces the correct surface.

There are actually 2 distinct problems with ExtractCTHParts. The first is that with values other than 0.5, you get gaps in the output. The second is that with certain datasets, blocks are sometimes skipped.

The first problem is easily reproduceable. The second is not. The second is also what we need fixed
