This is a bug and I think I know what changed (I see there is a new #ifdef VTK_USE_OPENFOAM line in the readers.xml that has been mistakenly merged into the branch). I will make sure these are removed and that the reader is available in the next set of binaries.
I just took a look at the 3.8rc1 version for linux 64bit. Unfortunately, I am missing the 'fast' openfoam reader. Is this a 'bug' or do I need to compile the source to get this!?
