I have the 3.12.0-rc2 64bits.......I got only a contour plot of one color (white), if I change the display options to scalar or cellnormals nothing interesting happens. I am only able to change the color of those contours, but the values are not shown at all in a color scale. <div>After loading your cvs file, run in through the Table To Points filter. Then use the Delaunay 2D filter to create cells connecting the points.
