[Paraview] Difference between Custom filter & Programmable Filter

A new newbie question, but more theoretical than practical :

What is the difference between a custom filter, and a programmable filter ?
(user point of view)
What type of use should be reserved to one or the other ?

And finally..... When creating a new custom filter from a python
programmable filter, one of the available properties of the programmable
filter is called "parameters".
Can we use it and how.. ? And can't find any documentation on this.
