Summary0008239: Lookmark Cleanup
Description* It must be possible to load lookmarks from python. This entails that the lookmark state loader moves to server manager.
* When Lookmarks are saved the XML has <CustomProxyDefinitions/> saved multiple times, that needs to be fixed.
* Lookmarks with custom filters cannot be loaded correctly on systems where the custom filter is not already defined.
* If lookmark loading fails, no cleanup ensues, consequently it's possible to have a lookmark half-loaded.
