Summary0009247: Group datasets needs option to fill partial variables
DescriptionGroup datasets often creates partial arrays. There should be an option, default on, that makes all arrays the same length, and has an option, default on, to fill these arrays with some variable when none exists. Allow user to fill with a default number (such as done with the calculator). Lets make this number default to 0, but allow the user to change it.

Having partial arrays in multiblock data sets is the right thing to do. The wrong thing to do is to add fake fields as this bug suggests.

The real problem is that some filters are not treating partial arrays correctly. These filters should be reported in their own bugs (such as 0009252 and 0009253).
